Dmitrii, from a UX perspective, it makes more sense to place comments below the table. This follows the natural reading flow (data first, commentary second) and prevents primary information from being pushed down off-screen.

I added this new option - and you can also customize the text, and the extra % is also available as a placeholder for your custom copy anywhere in the PDF.

Noted. Sounds like a new option for the legend page settings: % of extra, plus the customizeable text slot for the footnote.
